168 undergraduate delegates attended the 58th Grand Chapter Conclave to represent their chapter in SigEp’s legislative body, the Grand Chapter, made up of chapter delegates, National Board members and district governors. Each Conclave, the Grand Chapter is an opportunity for SigEp’s undergraduates to present and discuss legislation. These undergraduate-led pieces of legislation will empower and encourage brothers to support each other and uphold SigEp’s standards.
Here’s a summary of the legislation passed by the Grand Chapter. It does not include ceremonious or procedural pieces of legislation.
Resolutions 4 – GPA Requirement for Membership
This resolution standardizes the national GPA requirement for potential new members to 2.7. Previously, there was an inconsistency in GPA standard for incoming freshmen, at 2.7, versus continuing college students at 2.6.
Resolution 5 – Establish number of DGs
This resolution places limits on the number of district governors that may be appointed in order to preserve the undergraduate-led legacy of the Fraternity. There must be at least 20 and not more than 45 district governors. Currently, there are 39.
Resolution 6: Sexual Assault
This resolution states that a member subject to an “investigation by an educational institution or law enforcement related to sexual assault, sexual harassment, domestic assault, or physical violence is to be immediately placed on a suspended status until investigation outcomes have been determined and communicated to the chapter’s Chaplain and Standards Board.”
Resolution 7 – Ritual Reading Room
This resolution established an access-controlled Ritual reading room for delegates and alternates during Conclave to ensure voting members were well-informed on the proposed changes.
Resolution 8 – NBD Eligibility
This resolution clarifies requirements for service in National Board of Directors positions including Grand President, Grand Treasurer, Grand Secretary and Student Director.
Resolution 12 – Partner with the Reflect Organization
This resolution establishes a partnership with The Reflect Organization as SigEp’s national programmatic and service-learning partner. The Reflect Organization was founded by Jared Fenton, Pennsylvania ’17, 2019 Honor of Philias recipient. Reflect aims to transform campus culture through student development programming. In response to the measurable men’s mental health problem on college campuses, SigEp’s partnership will lead to campus-based events where our chapters can reach into their campus community and positively impact men’s mental health.
Resolution 14 – Increase Lifetime Membership Fee
This resolution increases the Lifetime Membership Fee paid by chapters when a new member is inducted, from $275 to $300. The fee had not increased in nearly a decade, despite significant periods of inflation. The resolution also ties this fee, like SigEp’s other fees, to the Higher Education Price Index, with a cap on increases at no more than 4 percent even if the index is higher.
Resolution 15 – Adopt the Bylaws & APP
The Grand Chapter approved modifications of the Grand Chapter Bylaws and Administrative Policies and Procedures to resolve minor inconsistencies.
Resolution 17 – Outside Director Elected by Grand Chapter
This resolution adds a requirement for a Grand Chapter vote on Outside Directors selected by the National Board of Directors.
Resolution 21 – Adopt the Revisions to The Ritual and Guide of Sigma Phi Epsilon
This resolution adopts revisions to the Fraternity’s Ritual recommended by the Ritual Task Force through four years of work in accordance with its charge given at the 56th Grand Chapter Conclave in 2019. These changes.will take effect no earlier than Aug. 1, 2024.
