According to the Grand Chapter Bylaws of Sigma Phi Epsilon,
The national Fraternity exists to advise and counsel the collective membership of Sigma Phi Epsilon. The national Fraternity exists at the pleasure of the Grand Chapter of Sigma Phi Epsilon, which convenes every other year to legislate and govern Sigma Phi Epsilon at-large. The Grand Chapter elects a Board of Directors, which is empowered to act on behalf of the undergraduate chapters when the Grand Chapter is not in session.
The Grand Chapter consists of the voting delegates that convene "every other year" at the Grand Chapter Conclave. Those voting delegates consist of over 220 undergraduate members who serve as representatives of each chapter, and of 26 alumni who serve as District Governors. We are proud that many of SigEp’s most historic decisions, from the removal of race restrictions to the creation of our greatest awards, have come about because of bylaws passed on the floor by our majority undergraduate delegation.
Committees and task forces are often established to work on special projects or support ongoing initiatives of the Fraternity.
